DOJ Report Reveals Security Gaps in 2021 Afghan Evacuation
A recent Justice Department inspector general report has raised fresh concerns about the vetting process during the Biden administration’s 2021 withdrawal from Afghanistan, revealing that 55 Afghan evacuees were flagged as potential matches on the terrorist watchlist. The findings, released on Tuesday, have reignited debates over the handling of the chaotic evacuation as the Taliban swept back into power.
“I’ve sounded the alarm about the need to thoroughly vet Afghan evacuee applicants since August 2021,” Sen. Chuck Grassley (R-Iowa) said in a statement, responding to the report.
“The Biden-Harris administration, my Democrat colleagues in Congress and many in the media were quick to dismiss glaring red flags that a nonpartisan national security analysis now confirms.”
According to the report, the FBI’s Terrorist Screening Center (TSC) identified 55 Afghans who either appeared on the terrorist watchlist before arriving at a U.S. port of entry or were added during the evacuation and resettlement process. Alarmingly, at least 21 of these individuals were flagged only after they had already entered the United States.
Following investigations, the FBI cleared 46 of these evacuees, determining they were of no threat. However, as of July 2024, nine individuals remained on the terror watchlist, with eight still residing in the U.S.
“As if it wasn’t already obvious, the Biden-Harris administration endangered American lives by allowing suspected terrorists to enter the United States and roam free for years,” Grassley said, vowing to continue his oversight of the issue.

The report examined the Biden administration’s Operation Allies Refuge (OAR) and Operation Allies Welcome (OAW) programs, which facilitated the entry of approximately 90,000 Afghans into the U.S., many of whom became eligible for Special Immigrant Visas.
These initiatives provided immigration processing and resettlement support, but the rushed nature of the evacuation strained standard security protocols.
“According to the FBI, the need to immediately evacuate Afghans overtook the normal processes required to determine whether individuals attempting to enter the United States pose a threat to national security, which increased the risk that bad actors could try to exploit the expedited evacuation,” the DOJ inspector general said.
Despite these lapses, the report concluded that the FBI and related agencies effectively communicated and addressed potential risks. Still, the findings have fueled criticism of the evacuation’s execution, particularly in light of a high-profile case last October.
Nasir Ahmad Tawhedi, a 27-year-old Afghan evacuee living in Oklahoma City on a Special Immigrant Visa, was charged with plotting an ISIS-inspired terror attack on Election Day.
Tawhedi, who entered the U.S. on Sept. 9, 2021, shortly after the Taliban’s takeover, allegedly stockpiled AK-47 rifles and ammunition to carry out an attack “in the name of ISIS,” according to the DOJ. He currently awaits trial on charges of conspiring and attempting to provide material support to ISIS.
The report’s revelations highlight the challenges of balancing humanitarian efforts with national security during a crisis, raising questions about the vetting processes that allowed potential threats to slip through.
As the debate continues, lawmakers like Grassley are calling for greater accountability to ensure such risks are not repeated.
