Senator Alsobrooks’ Misstep in HHS Hearing Highlights Kennedy’s Command
In a heated Senate hearing on Wednesday, May 14, Sen. Angela Alsobrooks (D-MD) attempted to challenge Health and Human Services (HHS) Secretary Robert F. Kennedy Jr. but quickly found herself outmaneuvered, revealing a surprising lack of familiarity with the department’s structure.
During the exchange, Alsobrooks pressed Kennedy with a series of muddled questions about his agency. In a particularly revealing moment, she implied that the National Institutes of Health (NIH) operates independently of HHS, a claim that Kennedy swiftly corrected. HHS, in fact, directly oversees the NIH, a basic fact of federal health governance.
“It’s assistive reproductive technology, it’s a division. Do you know what it does?” Alsobrooks asked Kennedy, attempting to pin him down.
Kennedy, seeking clarity, noted that the specific program she referenced falls under the NIH’s purview. He explained that upon taking office, he inherited a tangle of overlapping offices focused on reproductive health, which he is now streamlining for efficiency.
“No, it’s actually part of your agency,” Alsobrooks countered, doubling down.
“NIH is part of my agency,” RFK fired back. “Senator, you should know that.”
“I do know that,” Alsobrooks insisted, before pivoting to another misstep, claiming, “It’s actually, the CDC is where is it.”
In a stunning twist, Alsobrooks then accused Kennedy of being “unfamiliar with the programs” in his own department.
“You’re unfamiliar with my agency,” Kennedy retorted with conviction. “The NIH and the CDC are part of HHS.”

The exchange, reported by The Daily Wire, was just one of several fiery moments during Kennedy’s testimony before Congress. Earlier, he faced off with House Democrats on the Appropriations Committee, where he defended his budget cuts to HHS and criticized what he saw as partisan talking points.
Rep. Rosa DeLauro (D-CT) accused Kennedy of jeopardizing public health and potentially violating the law with his reforms. Kennedy didn’t flinch, pointing to the “absolute cataclysmic disorganization” he inherited after decades of oversight by DeLauro.
“We had nine separate offices of women’s health,” RFK explained. “When we consolidate them, Democrats say that we’re eliminating them. We’re not, we’re still appropriating the $3.7 billion, but we’re not keeping all nine. We had eight separate offices for minority health, we eliminated one. We had 27 HIV offices, we had 59 behavioral health programs.”
