White House Axes Decades-Old Climate Program, Shuttering a Key Driver of Federal Policy

The White House has pulled the plug on a long-standing federal program that’s fueled government climate policies for over three decades, The Daily Wire confirmed on Wednesday, April 9.

The U.S. Global Change Research Program, established by Congress in 1990, has been a cornerstone of climate initiatives, channeling billions of dollars into research and producing the influential National Climate Assessment—often hailed as the “crown jewel” of climate studies. That era, it seems, is now over.

Insiders from the administration revealed to The Daily Wire that steps are underway to dismantle the program entirely. This decision comes hot on the heels of a Daily Wire investigation, published just two days earlier, which dug into how the program’s funds were being spent.

The spotlight fell on a hefty NASA contract with ICF, a consulting firm tasked with orchestrating the National Climate Assessment. That contract, now terminated, had funneled millions to ICF—money that critics say propped up a skewed narrative.

Politico, which broke the story of the program’s demise, called the cancellation of ICF’s contract a death knell for the initiative. “K*lling that contract has ‘forever severed’ climate change work occurring across agencies,” Politico noted, signaling a seismic shift in how the federal government will approach climate issues moving forward.

With no plans for another National Climate Assessment—previously slated for 2026—the administration is drawing a firm line in the sand.

The decision was a collaborative effort between the Office of Management and Budget, the Office of Science and Technology Policy, and the newly minted Department of Government Efficiency (DOGE). At the heart of the move, sources say, was growing unease about ICF’s role. “ICF has produced assessments riddled with worst-case scenarios, obfuscating the assumptions underlying dire predictions about what the planet will be like in 100 years,” an administration official told The Daily Wire.

“The quality of the information is low, and the Administration is committed to basing decisions on realistic assumptions that comport with legal standards.”

The criticism doesn’t stop there. Climate scientists who’ve contributed to past assessments, speaking anonymously, pointed fingers at ICF for wielding disproportionate control. “By providing all staff for the USGCRP, a federal agency, the ICF exerts undue influence over the global change narrative and priorities presented by the federal government,” one scientist explained.

“The ICF, through the USGCRP, exerts an undue influence on the production of the National Climate Assessment every four years. With the exception of its Executive Director and the Director of the National Climate Assessment, the ICF supplies all staff associated with the USGCRP.”

Financial records uncovered by The Daily Wire paint a clearer picture. A NASA contract, first inked in June 2021, promised ICF up to $34 million over five years to support the assessments.

To date, $18 million has been paid out, per government spending data. With another year left on the deal and a new assessment in the pipeline, the remaining $16 million was poised to flow—until now.

Speculation had been swirling that Russell Vought, Trump’s pick to head the Office of Management and Budget, was eyeing the program for cuts. Vought has long criticized the National Climate Assessment, arguing it hands unelected bureaucrats too much sway over policy. He’s even pushed for a deeper look into the political leanings of contractors like ICF, who stitch these reports together.

The move has drawn praise from some corners. Houston Keene, a former reporter turned head of Democracy Restored—a watchdog group focused on government transparency—called it a win.

“This is one step in the right direction toward restoring the integrity in government climate science,” Keene stated. “Yet given the largesse of the climate lobby and the DOGE revelations, there is likely much more to uncover.”

With the program’s end, a chapter closes on a federal effort that’s shaped climate policy since the early ‘90s. What comes next remains an open question—but for now, the White House is sending a clear message: the days of costly, alarm-driven climate initiatives are on notice.
