Harvard Faces Severe Penalties as Homeland Security Revokes Foreign Student Program
Homeland Security Secretary Kristi Noem announced on Thursday the termination of Harvard University’s participation in the Student and Exchange Visitor Program (SEVP), effectively barring thousands of international students from continuing their studies at the prestigious Ivy League institution.
Noem accused Harvard’s leadership of “fostering violence, antisemitism, and pro-terrorist conduct from students on its campus,” signaling a dramatic escalation in tensions between the federal government and the university.
The decision, which impacts up to 6,793 international students enrolled at Harvard for the 2024-25 academic year, requires them to either transfer to another institution or leave the United States. Noem’s action follows a warning she issued last month in a letter to Harvard, demanding data on crimes committed by foreign students. The Department of Homeland Security (DHS) claims the university “brazenly” ignored both the initial request and a subsequent follow-up, prompting the cancellation of the program.
“This administration is holding Harvard accountable for fostering violence, antisemitism, and coordinating with the Chinese Communist Party on its campus,” Noem declared in a statement. She emphasized that hosting international students is “a privilege, not a right,” for universities, particularly those benefiting from the higher tuition fees that bolster Harvard’s multibillion-dollar endowment.

Noem’s announcement also highlighted concerns about Harvard’s alleged ties to Chinese military-linked institutions, which are now under scrutiny in a new congressional investigation.
This follows a series of punitive measures against the university, including the cancellation of $2.7 million in research grants last month and an additional $2.2 billion in funding, which the Trump administration revoked over allegations of antisemitism on campus. Harvard’s affirmative action policies, previously challenged in a Supreme Court case, also contributed to the funding cuts.
Harvard swiftly condemned the SEVP cancellation as “unlawful.” A university spokesperson stated, “We are fully committed to maintaining Harvard’s ability to host our international students and scholars, who hail from more than 140 countries and enrich the University — and this nation — immeasurably.”
The spokesperson added that Harvard is urgently working to support affected students and scholars, warning that the decision “threatens serious harm to the Harvard community and our country, and undermines Harvard’s academic and research mission.”
The university has faced mounting legal battles with the Trump administration, including lawsuits over the revoked funding. Harvard’s revised legal filing, led by attorney Steven Lehotsky of Lehotsky Keller Cohn, argues that the government’s actions violate “not just the First Amendment, but also federal laws and regulations.”
The suit further asserts, “Make no mistake: Harvard rejects antisemitism and discrimination in all of its forms and is actively making structural reforms to eradicate antisemitism on campus.”
Tensions have been further fueled by a reported 55% spike in crime on Harvard’s Cambridge, Massachusetts, campus between 2022 and 2023, coinciding with heightened unrest following Hamas’s attack on Israel in October 2023, which k*lled 1,200 people, predominantly civilians.
Aggravated assaults on campus surged by 295%, with many Jewish students reporting harassment by pro-Palestinian protesters.
Noem’s warning extended beyond Harvard, as she stated, “Harvard had plenty of opportunity to do the right thing. It refused. Let this serve as a warning to all universities and academic institutions across the country.”
As the fallout continues, the clash between federal authorities and one of America’s most prestigious universities raises critical questions about campus safety, and the rise of antisemitism in higher education.
