The Trump administration has launched a federal investigation into Portland, Oregon’s public school district, zeroing in on a case involving a transgender male athlete competing on a girls’ sports team. The move signals a renewed push to enforce traditional interpretations of s*x-based rights in education.
On Tuesday, the Education Department’s Office for Civil Rights revealed it’s digging into Portland Public Schools following claims the district breached Title IX—the landmark federal law designed to ensure s*x equality in public education. The investigation stems from a March 19, 2025, track meet where a biologically male student, identifying as transgender, raced against girls and used their locker room, sparking outrage among some parents and students.
“These allegations include allowing a male track student athlete to compete in a girls’ interscholastic track and field competition on March 19, 2025, and permitting the male athlete to use the girls’ locker room while female athletes were changing,” the administration stated, framing the issue as a potential violation of federal protections for female students.
The controversy flared last week when the same transgender athlete from Leodis V. McDaniel High School in Portland clinched first place in two girls’ events—the 200-meter race by a slim 1.5 seconds and the 400-meter race by a commanding 10 seconds—setting new season benchmarks. This wasn’t a one-off victory either; last year, the same athlete topped the girls’ 200-meter race at the 6A-1 Portland Interscholastic League Championship.
The Office for Civil Rights didn’t stop at the school district. It also fired off a letter to the Oregon School Activities Association, the body overseeing student sports statewide, questioning its “gender identity participation” policy.
That rule “allows students to participate for the athletic or activity program of their consistently asserted gender identity while providing a fair and safe environment for all students.” The feds argue it might clash with Title IX’s core intent.
In a February statement, the Office for Civil Rights had already laid down the law: “previously made it clear that federal antidiscrimination law preempts state law.”
Craig Trainor, the Acting Assistant Secretary for Civil Rights, doubled down, vowing, “We will not allow the Portland Public Schools District or any other educational entity that receives federal funds to trample on the antidiscrimination protections that women and girls are guaranteed under law.”
This probe aligns with President Donald Trump’s aggressive stance against gender ideology in schools. In February, he signed executive orders banning biologically male athletes from girls’ sports and bathrooms, while defining s*x strictly as “male and female only.”
At the signing, Trump warned, “We are putting every school receiving taxpayer dollars on notice: If you let men take over women’s sports teams or invade your locker rooms, you will be investigated for violations of Title IX and risk your federal funding.”
Portland Schools Superintendent Kimberlee Armstrong responded by pledging full cooperation with the investigation. “I stand firm in our legal responsibilities, and I deeply value every student’s right to be treated with dignity, safety, and respect,” she said, insisting the district complies with Oregon state law—though she acknowledged it might not align with federal directives.
Armstrong emphasized her commitment to “doing what’s right for all students, especially those most vulnerable, remains unwavering.”
