Judge’s Actions Caught on Tape in Alleged Scheme to Aid Immigrant’s Escape

A newly released video paints a vivid picture of a tense encounter involving Judge Hannah Dugan, who now faces federal charges for allegedly helping an illegal immigrant slip away from Immigration and Customs Enforcement (ICE) agents.

The footage, obtained through an open records request, captures Dugan, dressed in her judicial robes, engaging with federal agents moments before guiding a Mexican national, Eduardo Flores-Ruiz, toward a private courthouse exit.

The incident, which unfolded on April 18, centers on Flores-Ruiz, a man charged with three counts of domestic battery. Prosecutors allege that Dugan deliberately obstructed a federal investigation by diverting ICE agents and allowing Flores-Ruiz to leave through a restricted door typically reserved for jurors.

The video appears to show Dugan directing the agents down a hallway to speak with the chief judge, a move prosecutors claim was a calculated distraction to buy time for Flores-Ruiz’s exit.

In the footage, Flores-Ruiz and his attorney are seen slipping through the restricted exit shortly after the agents depart.

One federal agent trails Flores-Ruiz, following him as he enters an elevator and departs the courthouse. The video culminates in a dramatic scene where Flores-Ruiz bolts north for nearly a block before ICE agents apprehend him.

Legal Fallout for Judge Dugan

Dugan’s legal troubles escalated quickly. A week after the incident, she was arrested, and on May 13, a federal grand jury indicted her, finding sufficient evidence to proceed with the case.

Her attorneys have since filed a motion to dismiss, arguing that her actions fall under judicial immunity for official duties.

Dugan pleaded not guilty on May 15 and is scheduled for a pretrial hearing on July 9, with her jury trial set for July 21, according to court records.

Flores-Ruiz’s Ongoing Legal Battles

Meanwhile, Flores-Ruiz remains in federal custody, facing immigration charges tied to his alleged illegal return to the U.S. after a 2013 deportation.

He has pleaded not guilty to these charges and is slated to appear in federal court for a final pretrial conference on June 24 at 3:30 p.m.

His domestic violence case, still moving through Milwaukee County Court, has a status conference scheduled for June 18.
