MSNBC’s Joe Scarborough Rips into Efforts to Close USAID, Doesn’t Care Americans Disapprove of USAID

MSNBC host Joe Scarborough sharply criticized the Trump administration’s push to close down the United States Agency for International Development (USAID), calling on Democrats to “explain” why the agency should remain operational. Scarborough’s comments, made during his Friday broadcast, followed reports that the Trump administration was planning to reduce USAID’s workforce by 95%. The goal, according to the New York Times, is to stop the agency from funding what the administration deems “left-wing” causes abroad, funded with American taxpayer dollars.

In his tirade, Scarborough voiced strong concerns over the potential impacts of the closure. He stated, “I find it a curious argument that some Democrats are making, which is, ‘Let’s not fight about this. You know, it’s foreign aid. Foreign aid is not popular. Let’s talk about eggs’ or let’s talk about — No, this — this is a fight that I don’t care what polls say right now, if it’s a 50/50 split.” He expressed his confidence that the American people would not support the halt to USAID’s critical humanitarian work. “I still have confidence in the American people that they don’t want children to die in Sudan,” he continued, adding that they “don’t want them to starve to death in Sudan, and they don’t want malaria spreading all over Africa.”

Scarborough also tried to defend the global health and humanitarian consequences of shutting down USAID. He pointed to the life-saving impact of initiatives like the President’s Emergency Plan for AIDS Relief (PEPFAR), which he claimed had saved 25 million lives worldwide. “They don’t want those stopped at the end of the day,” he insisted, emphasizing that Democrats needed to defend such programs to the American public.

Democratic lawmakers have also voiced opposition to the Trump administration’s stance. A group of them participated in protests outside the USAID and Treasury Department offices on Tuesday. The protests came in response to Elon Musk’s announcement that his Department of Government Efficiency was exploring the possibility of shutting down USAID. Public opinion seemed split, with a Reuters-Ipsos poll revealing that 56% of respondents supported Trump’s executive order to freeze most foreign aid programs while the administration reevaluated and realigned aid spending.

Scarborough took aim at the narrative that the U.S. could not afford to fund aid efforts, specifically pointing to the financial disparities in government spending. “This whole idea that, oh, we don’t have the money to provide grain to young children who are starving in Africa or across the world, in Sudan or across the world,” Scarborough said, adding, “one fighter jet here buys a hell of a lot of lifesaving aid and a lot of prevention for diseases that would spread across the globe.”

He further argued that the return on investment for foreign aid was substantial, not just from a humanitarian perspective, but also in terms of intelligence gathering. Scarborough stated, “The intel that we gain about al Qaeda’s actions in Africa, ISIS’ actions in Africa, what China is doing to try to elbow us out for minerals and precious resources in Africa.” He continued, explaining how U.S. foreign aid strengthens national security by countering the influence of adversaries like Russia and Iran: “If we look at what Russia’s constantly trying to do to undermine our position, what Iran is trying to do, man, this is just a great value.”

The MSNBC host concluded by referencing historical precedents to emphasize the long-term strategic value of U.S. foreign aid, particularly in terms of global influence. “We saw after World War II, we see time and time again. Hearts and minds are changed, and the United States’ power grows exponentially. What is right actually leads to might in many, many ways,” Scarborough said.

Secretary of State Marco Rubio, however, defended the decision to reduce USAID’s workforce. In a press conference in El Salvador, Rubio, who had long expressed concerns over the agency’s lack of accountability, argued that USAID had failed to operate as intended. He pointed to the agency’s $100 million “democracy project” in Afghanistan and its funding of the Organized Crime and Corruption Reporting Project (OCCRP), which played a role in investigations involving former Mayor Rudy Giuliani and President Trump’s impeachment.

The Trump administration’s freeze on foreign aid included cuts to specific projects, such as a $50 million grant to Gaza for condoms and funding for diversity, equity, and inclusion (DEI) scholarships in Burma. Scarborough, however, warned against “gutting” USAID entirely. “This is a strategically smart thing to do moving forward with this program. Cut the waste, fraud, and abuse,” he said, “But God, don’t gut it. And if you’re a Democrat, why not defend it?”

Scarborough is desperate to defend the neoliberal and neoconservative way of conducting foreign policy, which can include funneling untold billions to foreign nationals and governments, all while Americans are in need of help in the motherland. This just goes to show the deep divide between the elite class, which Scarborough certainly belongs to, and the average American who doesn’t want to see their taxpayer dollars going to fund the wellfare of foreign nationals when they are struggling to pay for basic necessities.
