This latest threat from the Kremlin aims to cripple Ukraine’s energy grid by targeting critical electricity transmission substations that keep nuclear facilities operational—endangering not just Ukrainians but the entire continent with the specter of a nuclear catastrophe.
Despite a recent IAEA-brokered localized ceasefire on January 16 for repairs to a backup power line, Putin’s regime continues its pattern of weaponizing energy infrastructure, leaving millions freezing in sub-zero temperatures.
“In order to force Ukraine to sign unacceptable surrender demands to end the war, the aggressor state Russia is considering the option of attacking strategic facilities of our state’s energy system — we are talking about electricity transmission substations that ensure the operation of Ukrainian nuclear power plants,” warned Ukraine’s Main Directorate of Intelligence (HUR).
The ZNPP, occupied by Russian troops since March 2022, relies on external power for cooling and safety systems even though its reactors are shut down.
The IAEA has repeatedly highlighted the grave risks of disruptions to off-site power, with Director General Rafael Mariano Grossi stating: “A deterioration of Ukraine’s power grid from persistent military activity has direct implications on the nuclear safety of its nuclear facilities.”

Russian forces have issued stark warnings that they will “fully destroy” Kyiv’s energy facilities unless Ukraine halts its strikes on Russian tankers, oil refineries, and power stations.

“The threat is at ZNPP. There are talks of a massive attack either tonight or in the coming nights,” an anonymous source told Fox News Digital, adding: “Russia is said to be going to do this strike, maybe even tonight.”
Such threats underscore Putin’s willingness to risk nuclear disaster to coerce surrender, even as Ukrainians endure humanitarian suffering.
With temperatures plunging to minus 20 degrees Celsius, people lack electricity, warmth, and in some cases water. President Volodymyr Zelenskyy has urgently called for more NATO air-defense missiles to counter the barrage, emphasizing the dire need to protect the grid during this harsh winter.

This temporary ceasefire, the fourth we have negotiated, demonstrates the indispensable role that we continue to play.”
Yet Putin’s escalation—despite ongoing peace talks—has drawn sharp condemnation as a “dangerous and inexplicable” tactic that prioritizes terror over diplomacy.
