Yet, a blistering Pentagon watchdog report reveals this initiative, known as Operation Neptune Solace, unraveled into a costly debacle, leaving one U.S. service member dead, 62 personnel injured, and $31 million in damaged military equipment. The operation, functional for a mere 20 days, exposed glaring failures in planning, coordination, and execution by the Army and Navy.

The Defense Department Office of Inspector General (DoD OIG), in a report released late Tuesday, painted a grim picture of the mission’s shortcomings. The Army and Navy, tasked with the “joint logistics over-the-shore” (JLOTS) operation, were woefully unprepared.

According to the report, “the Army and Navy did not allocate sufficient maintenance, manning, [or] training,” and failed to align their efforts to a unified standard. This lack of cohesion led to critical missteps, with equipment like watercraft, piers, and communication systems proving incompatible across the services. The result? A staggering $31 million in repairs for 27 damaged watercraft and other gear.

Operation Neptune Solace was meant to deliver enough aid to sustain 1.5 million Palestinians for three months. Instead, it managed to provide supplies for only about 450,000 before its abrupt decommissioning on July 17, 2024, per a USAID report.

The USAID Office of Inspector General’s August 2024 review further revealed that Biden pushed forward with the $230 million project despite warnings from federal aid workers, highlighting a troubling disregard for expert counsel. The pier’s design itself was flawed, with planners failing to account for critical factors like beach conditions and sea states, which crippled the operation’s feasibility from the start.

The human toll was equally devastating. U.S. Central Command reported 62 injuries during the mission, though the report notes ambiguity about whether these stemmed from duty-related incidents or other causes. The individual who died was Army Sgt. Quandarius Davon Stanley, a 23-year-old soldier who succumbed to injuries on October 31, 2024, after months in long-term care following a non-combat incident on May 23. His death stands as a tragic symbol of the mission’s failure.

The report lays bare a cascade of oversights. Army officials admitted to the DoD OIG that “the lack of interoperability created challenges during (the Gaza operation), resulting in equipment damage and communications security risks.”

The absence of standardized training and equipment left the military scrambling to cobble together a coherent operation, with predictable consequences. The pier, envisioned as a lifeline for Gaza, instead became a fleeting and ineffective gesture, abandoned after delivering a fraction of its promised aid.
