Trump Administration Clashes with Maine Over Title IX Violations in Girls’ Sports
In a bold move, the Trump administration’s Office for Civil Rights (OCR), housed within the Health and Human Services Department, has called out the Maine Department of Education for flouting federal Title IX regulations. The accusation came in the form of a stern notice of violation, spotlighting Maine’s policies on youth sports.
In a pointed letter addressed to Maine’s Democratic Governor Janet Mills, the OCR highlighted the role of the Maine Principals’ Association (MPA) as the state’s authority over youth athletics.
The letter quoted MPA Executive Director Mike Burnham, who said, “The executive order [President Trump’s Executive Order 14201] and our Maine state Human Rights Act are in conflict, and the Maine Principal’s [sic] Association will continue to follow state law as it pertains to gender identity.” This stance, the OCR argued, has put Maine on a collision course with federal law.
But the letter didn’t stop there—it laid out two specific instances where Maine allegedly crossed the line. “On February 17, 2025, it was reported that Greely High, a public high school in the state of Maine, violated Title IX through the participation of a male athlete in a women’s high school track meet,” the OCR noted.
The next day, another incident came to light: “On February 18-19, 2025, it was reported that Maine Coast Waldorf, a public high school in the state of Maine, violated Title IX through the participation of a male athlete in a women’s high school ski event.”
The OCR placed the responsibility squarely on the Maine Department of Education (MDOE), asserting that it oversees interscholastic and extracurricular activities statewide. “Under its leadership, MDOE is responsible for … ensuring that the youth sports programs in the state’s public schools comply with federal nondiscrimination law,” the letter stated.
Yet, the MPA’s policy of allowing boys to compete against girls led the OCR to conclude that “MDOE is in violation of federal law under Title IX.”
The situation escalated in late February when Attorney General Pam Bondi issued a sharp warning to Maine, demanding compliance with federal rules barring boys from girls’ sports. “This Department of Justice will defend women and does not tolerate state officials who ignore federal law,” Bondi declared.
“We will leverage every legal option necessary to ensure state compliance with federal law and President Trump’s Executive Order protecting women’s sports.”
The tension boiled over during a fiery White House exchange between President Trump and Governor Mills. Trump didn’t mince words, pressing Mills directly: “Is Maine here? The governor of Maine? Are you not going to comply with it?”
Mills stood her ground, responding, “I’ll comply with state and federal law.”
Trump shot back, “We are the federal law. You better do it. Because you’re not going to get any federal funding at all if you don’t. And by the way, your population, even though it is somewhat liberal — although I did very well there — your population doesn’t want men playing in women’s sports. You better comply because otherwise you’re not getting any federal funding.”
Defiant, Mills replied, “We’ll see you in court.”
Trump welcomed the challenge. “Good, I’ll see you in court,” he said. “I look forward to that, that should be a real easy one. And enjoy your life after governor, because I don’t think you’ll be in elected politics.”
