Senator Marsha Blackburn (R-TN), with the support of the Trump administration, introduced the Chloe Cole Act on Thursday, a bill aimed at protecting minors from irreversible transgender medical procedures. Named after detransitioner Chloe Cole, the legislation seeks to ban doctors from performing transgender surgeries, such as mastectomies on girls identifying as boys or genital surgeries, and from prescribing puberty blockers or cross-s-x hormones to children.
“No child should be pushed into irreversible chemical and surgical mutilation under the guise of so-called ‘gender-affirming care,’” Blackburn told The Daily Wire. The bill, co-sponsored by Senators Eric Schmitt (MO), Tim Sheehy (MT), and Rick Scott (FL), reflects growing concerns about the long-term impacts of such treatments on young people.
Empowering Families and Accountability
The Chloe Cole Act, mirrored in the House by Rep. Bob Onder (R-MO), also allows minors and their families to pursue legal action against medical professionals or institutions involved in administering transgender procedures. Onder, a physician and parent, emphasized the bill’s importance, stating, “As a member of Congress, a doctor, a parent, and an American, I am committed to protecting our nation’s children.”
The legislation responds to cases like that of Chloe Cole, who underwent a double mastectomy at 15 and later regretted it, becoming a prominent advocate for protecting minors from similar treatments.
Between 2019 and 2023, data indicates 5,747 children underwent transgender surgeries, 13,994 received s-x change treatments, and 8,579 were prescribed puberty blockers, highlighting the scale of these interventions.
Broad Support for Protecting Minors
The Justice Department, led by Attorney General Pam Bondi, has endorsed the Chloe Cole Act, aligning with President Trump’s executive order to halt federal funding for transgender procedures for minors.
“The Department of Justice has heard from far too many families who have been devastated by mutilative medical procedures that fly in the face of basic biology,” Bondi said, praising Blackburn and Onder’s efforts.
Organizations such as the American Principles Project and Independent Women have also backed the bill, joining over two dozen states that have enacted similar protections at the state level.
The legislation aims to prioritize child welfare while respecting the complexities of gender dysphoria, ensuring medical decisions for minors are approached with caution and accountability.
