President-elect Donald Trump’s incoming border czar, Tom Homan, is crafting an ambitious deportation agenda to implement as soon as the new administration assumes office in January. Homan’s plan signals a dramatic shift in immigration policy compared to the Biden administration, which oversaw the highest levels of illegal border crossings in U.S. history, according to The Center Square.

Speaking with The Center Square, Homan criticized the Biden-Harris administration’s approach, which he said enabled an unprecedented surge in illegal immigration.

Vice President Kamala Harris, previously tasked as Biden’s border czar, often asserted that the border was secure and saw no need to visit. Meanwhile, under their tenure, roughly 14 million illegal border crossers were recorded.

Homan framed the situation in stark terms: “Millions of people entered this country illegally, which is a crime.” While the Biden administration maintained that illegal border crossers “have a right to claim asylum” and appear before an immigration judge, Homan emphasized that court data reveals nearly 90% of these cases result in deportation orders.

“We gave them that opportunity to see a judge,” he said. “But we know, based on immigration court data, that nearly nine out of 10 of them will get an order for removal because they simply don’t qualify for asylum.”

This reality, Homan argued, necessitates a large-scale deportation effort. “Are these dirty words? No,” he said. “On the end of historic mass illegal immigration with nine out of 10 getting orders for removal, there has to be a mass deportation program. The only other option is to let them stay.”

Failing to enforce deportation orders, he said, sends a dangerous message: “You can enter this country illegally and you can go to court and lose your case and you’re still not going to go home.” Homan called for decisive action to resolve the ongoing border crisis. “Homan called for decisive action to resolve the ongoing border crisis,” he said, pointing to DHS Secretary Alejandro Mayorkas’ congressional testimony promising the removal of individuals who don’t qualify for asylum. “Well, guess what? It’s time to do the removal part.”

A Strategic Approach to Deportation

Homan outlined his strategy, prioritizing individuals who pose the greatest threats to public safety and national security. These include those on the federal Terrorist Watch List, “Special Interest Aliens” (SIAs) from countries of foreign concern, and fugitives who ignored court-ordered removal. “We’ll work very closely with the FBI and intelligence community,” he said, noting a record number of suspected terrorists apprehended at the border during the Biden administration.

Data from The Center Square reveals that under Biden’s leadership, over 660,000 criminal foreign nationals were identified for deportation, including more than 435,000 convicted criminals. ICE agents arrested over 387,000 of these individuals between fiscal years 2021 and 2023. The majority were citizens of Mexico, Nicaragua, Colombia, and Venezuela.

Homan also highlighted the dangers posed by criminal networks like Tren de Aragua, a violent Venezuelan prison gang. Addressing such threats will remain a long-term priority, he said.

Military Involvement and Expanded Enforcement

The deportation effort will be supported by the U.S. military, which will provide transportation, intelligence support, and construction assistance. “They can do all kinds of things that don’t require immigration authority,” Homan explained, reserving enforcement actions for agents from ICE, Homeland Security Investigations (HSI), and Border Patrol. “The DOD has been used in every administration to help with the border. We’re just going to expand that enforcement to help with non-law enforcement duties.”

A Warning to Illegal Immigrants

Homan delivered a clear message to those in the country illegally: voluntary departure is the best option. “If you’re in the country illegally, you got a problem,” he said, urging individuals to return to their countries of origin on their own terms.

He warned that deportation with a formal removal order carries significant penalties, including a 20-year ban on reentry and loss of eligibility for family-based immigration.

“It’s better to leave on your own rather than getting a formal order of removal,” he advised. For those who stay, Homan had a blunt message: “The millions of illegal aliens that Joe Biden released into our country in violation of federal law, ‘You better start packing now. Because you are going home.’”
