Republicans Introduce Election Security Bills with 2026 in Sight

House Republicans are taking proactive steps on election security, unveiling a new legislative package aimed at preventing noncitizen participation in the electoral process.

Led by Republican Study Committee Chairman August Pfluger (R-Texas), the initiative comes as GOP lawmakers begin positioning themselves for the 2026 midterm elections.

Pfluger introduced three key bills this week, garnering support from four co-sponsors backing the entire package, along with additional lawmakers endorsing specific measures. The legislation includes:

  • A bill to stop noncitizens of Washington, D.C., from casting a vote in local elections.
  • A bill to prevent noncitizens from administering elections.
  • A constitutional amendment to formally bar noncitizens from voting.

Currently, noncitizens are already prohibited from voting in federal elections, but laws governing state and local elections vary. No U.S. state permits noncitizen voting in statewide contests, though some jurisdictions, including Washington, D.C., allow noncitizens to participate in certain local elections.

“Free and fair elections are the cornerstone of our democracy, which is why protecting them from noncitizen influence is essential to our nation’s sovereignty and will ensure America has a flourishing democracy for decades to come,” Pfluger said to Fox News Digital.

He emphasized that the proposed measures are “three commonsense steps we can take to ensure noncitizens are not influencing our elections by voting in them or administering them.”

The effort builds on previous Republican initiatives, including the Safeguarding American Voter Eligibility (SAVE) Act, which passed the House earlier this year. That legislation mandates proof of citizenship when registering to vote.

Democratic lawmakers argue that Republican-led efforts to put the hammer down on noncitizen voting are unnecessary, given that voting by noncitizens is already illegal in most instances.

Critics have also accused the GOP of using such bills to cast doubt on the integrity of the electoral system.

While the SAVE Act faced scrutiny for being introduced just weeks before the 2024 election, Pfluger and his allies are taking a different approach this time, rolling out the new legislation well in advance of the 2026 midterms.

With historical trends suggesting a challenging battle for Republicans to maintain their House majority, the move signals an early attempt to solidify election security as a key campaign issue.

One of the co-sponsors of the package is House Budget Chairman Jodey Arrington (R-Texas), a pivotal figure in congressional Republicans’ push for a sweeping policy overhaul through the budget reconciliation process.

Border security and immigration reform are anticipated to be central to that effort, emphasizing the GOP agenda heading into the next election cycle.
