Mid-Decade Redistricting Creates Political Battle Across States

A fight over congressional district maps is unfolding as former President Barack Obama throws his support behind California Governor Gavin Newsom’s plan to redraw the state’s electoral lines. This rare mid-decade redistricting push, spurred by Republican efforts in Texas championed by President Donald Trump, aims to tilt the balance of power in the 2026 midterm elections.

Speaking at a Martha’s Vineyard fundraiser on Tuesday, Obama called Newsom’s approach a calculated response to GOP strategies.

“I believe that Gov. Newsom’s approach is a responsible approach. He said this is going to be responsible. We’re not going to try to completely maximize it,” Obama said, per excerpts gathered by The Associated Press.

“We’re only going to do it if and when Texas and/or other Republican states begin to pull these maneuvers. Otherwise, this doesn’t go into effect.”

The event, which raised $2 million for the National Democratic Redistricting Committee and its affiliates, spotlighted the escalating clash over electoral maps. One of the groups has been challenging Republican-drawn districts through lawsuits in several states.

Former Attorney General Eric Holder and former House Speaker Nancy Pelosi also attended, reinforcing the Democratic goal to counter GOP moves.

In Texas, lawmakers are back in Austin debating a new map that could create five Republican seats, a plan driven by Trump to secure GOP control of the U.S. House. Texas Democrats stalled the process for 15 days by fleeing the state, temporarily blocking a vote by denying the House a quorum.

In California, where voters in 2010 entrusted redistricting to an independent commission to curb partisanship, Democrats have proposed a map that could add five House seats to their tally.

If voters approve it in a November 4 special election, Democrats could claim 48 of California’s 52 House seats, up from 43, nearly sidelining Republicans in the Golden State.

A recent hearing on the California proposal erupted into chaos, with a Republican lawmaker sparring loudly with Democrats.

The committee voted along party lines to advance the map, which Democrats can pass without GOP support. Lawmakers are expected to finalize the proposal and call the special election this week.

Newsom and Democratic leaders stress that the new maps would be temporary, with redistricting authority returning to the independent commission after the 2030 Census—but only if states like Texas implement their own plans. Obama endorsed this limited timeline, calling it strategic and restrained.

“And we’re going to do it in a temporary basis because we’re keeping our eye on where we want to be long term,” Obama said, aligning with Newsom’s vision.

“I think that approach is a smart, measured approach, designed to address a very particular problem in a very particular moment in time.”

Though Obama admitted that “political gerrymandering” isn’t his “preference,” he cautioned that without a strong Democratic response, Republican-led states and the White House could erode the foundation of a fair and inclusive democracy.

If Democrats “don’t respond effectively, then this White House and Republican-controlled state governments all across the country, they will not stop, because they do not appear to believe in this idea of an inclusive, expansive democracy.”
