In a move that has sparked significant attention, the U.S. Air Force actively sought to reduce the presence of white males in its Reserve Officers’ Training Corps (ROTC) officer applicant pool, according to documents obtained by The Daily Caller.

The internal records highlight a deliberate effort to diversify the program based on gender and racial quotas.

The documents, disclosed on Thursday, reveal that in 2022, the Air Force crafted a detailed slideshow outlining its “goal” to decrease the number of white male applicants in the ROTC program.

The Caller gained access to these documents following a lawsuit filed by the Center To Advance Security In America (CASA) against the Air Force.

Earlier attempts by CASA to obtain this information through a Freedom of Information Act (FOIA) request had been unsuccessful, with the Air Force claiming it was unable to locate relevant records in 2023.

One pivotal slide in the Air Force presentation is titled “AFROTC White,” displaying a projected decline in white applicants to below 50% by fiscal year 2029, labeled as the “achieved goal.”

The slide further states, “White male population will decline as other demographics increase.” This strategy reflects broader efforts within the military branch to reshape its applicant pool by prioritizing diversity.

In 2022, the Air Force also issued a memorandum emphasizing the importance of diversity, asserting that “Diversity and inclusion are an essential part of our society and key to the success of any organization.”

Another slide from the slideshow, labeled “Racial milestones,” shows how the Air Force is tracking its progress on these quotas.

For example, the document specifies that efforts to increase African American male applicants will involve targeted recruitment programs and marketing.

The Air Force further noted that it had already reached its “female goal” for officer applicants. Additionally, the branch requested $500,000 for diversity-focused advertising campaigns.

These goals also extend to programs like the Air Force’s Aim High Flight Academy (AHFA), an aviation scholarship initiative for students in high school, ROTC, and the Air Force Academy. The documents show the Air Force aimed for at least 35% of the AHFA applicant pool to be from minority groups.

The Air Force’s pursuit of racial quotas mirrors similar discussions held within the Federal Aviation Administration (FAA) in 2022.

Earlier this year, Daily Wire host Matt Walsh shared footage of FAA officials voicing concerns about the “white-male dominated” aviation industry.

Angela McCullough, FAA’s Deputy Chief Operating Officer, argued that to foster change, the FAA would need to “get a little uncomfortable” and openly discuss future goals for diversity.

This development adds to an ongoing debate about diversity initiatives in federal institutions, raising questions about the balance between representation and merit-based selection within military and civilian sectors alike.
