A long-stalled border wall upgrade in the Texas Rio Grande Valley is springing back to life, reversing a cancellation made under President Joe Biden. The initiative, now greenlit by the Trump administration, signals a renewed push to fortify the U.S.-Mexico border.
U.S. Border Patrol Chief Michael Banks revealed the project’s restart, spotlighting its focus along the Texas frontier. The upgrade swaps out six-foot guard rails for towering 18-foot bollard panels, engineered to “provide impedance and denial capabilities” against illegal crossings from Mexico.
Banks emphasized the significance of this shift, noting, “These panels were originally planned for installation during the prior Trump Administration, but the contracts were cancelled (sic) by the Biden Administration.” He added, “The panels going in today will replace the six-foot guard rails and will provide impedance and denial capabilities in support of the President’s recent Executive Orders to ensure complete operational control of the Southern border.”

The announcement coincided with a high-profile visit to Eagle Pass, Texas, by Vice President JD Vance, accompanied by Secretary of Defense Pete Hegseth and Director of National Intelligence Tulsi Gabbard. Breitbart’s Randy Clark reported on the delegation’s tour, which spotlighted border security challenges.

Vance addressed the press, stressing the need for international cooperation: “The president has said we need sustained commitment from the government of Mexico to take the job of border security seriously.”
He pointed to the fentanyl crisis, stating, “Fentanyl is the single largest cause of death among young Americans, and we know that a substantial portion of … the precursors are made in China. They come to Mexico. They’re manufactured in Mexico and brought across the border by the Mexican drug cartels.”
Texas Governor Greg Abbott joined the Trump team in Eagle Pass, briefing them on the state’s border security efforts. In an X post, Abbott declared, “All our country needed to secure the border was a new President. Together, we will make America safe again.”

The impact of these moves is already evident. Breitbart Texas reported a staggering 94 percent plunge in migrant encounters in February compared to the previous year. Border Patrol agents apprehended just over 8,300 migrants crossing illegally from Mexico—a sharp drop from the 140,641 recorded a year earlier.
Even more striking, the numbers fell 82 percent from December, Biden’s final full month in office. As Trump took the reins in January, encounters dwindled to roughly 29,000, setting the stage for February’s historic low.
Texas Department of Public Safety Spokesman Lt. Chris Olivarez offered a closer look at the trend. On February 21, he noted that daily migrant apprehensions along the southwest border dipped below 200 for the first time, with agents encountering 199 migrants.
The next day, that figure shrank to 185. Earlier data from Breitbart Texas pegged February’s daily average at about 328 crossings. Initial projections suggested a monthly total of around 9,200, but Chief Banks confirmed an even lower count: 8,326 arrests.
This marks the smallest monthly tally in Customs and Border Protection (CBP) records since the final year of the Clinton administration in 2000. The previous low came in April 2017—Trump’s third full month of his first term—when 11,127 migrants were encountered by agents.
Today’s numbers reflect a dramatic shift, driven by the Trump administration’s aggressive stance on border control.
With construction underway and migrant crossings at a historic ebb, the Texas Rio Grande Valley stands as a testing ground for Trump’s vision of a safer, more secure America.
