A state judicial panel finally closed the book Thursday on one of the longest-running immigration-enforcement controversies in recent memory, ruling that Newton District Court Judge Shelley Richmond Joseph never knowingly helped a twice-deported Dominican drug offender slip past ICE agents in 2018.

The catch? She’s still getting a public reprimand for turning off the courtroom recorder and funneling the illegal migrant out a side door anyway.

“I Had No Idea” – Judge Believed She Was Just Letting Him Talk to His Lawyer

In a 117-page report released by the Massachusetts Commission on Judicial Conduct, retired judge Denis McInerney wrote:

“I find that Judge Joseph did not know about—much less authorize—the escape plan, and did not mislead court authorities following the incident.”

What actually happened on April 2, 2018:

Jose Medina-Perez, a Dominican national who had already been deported twice and banned from re-entry for 20 years, was facing drug and fugitive charges. An ICE detainer was waiting in the lobby.

Instead of releasing him through the public exit straight into federal custody, Joseph ordered the courtroom recorder turned off, held an unrecorded sidebar, then directed court officers to take Medina-Perez out the back door to the parking lot—where he vanished.

The defense attorney later admitted the escape was his idea and claimed he told the judge everything. The commission didn’t buy it, concluding Joseph genuinely thought the illegal migrant simply needed to return to lockup to speak with his lawyer and interpreter.

Federal Charges Dropped, But the Damage Was Done

Federal prosecutors slapped Joseph with felony obstruction-of-justice and conspiracy charges in 2019. The case dragged on until September 2022, when the government agreed to dismiss everything if Joseph would self-report to the state ethics panel.

She did. They investigated. And seven years after an illegal alien used her courthouse as a getaway car, the judge walks away with nothing more than a public scolding—for “willful misconduct.”

Trump-Era Crackdown Continues: No Sanctuary for Sanctuary Judges

The Massachusetts case is only the latest example of rogue judges putting politics over public safety.

In April, FBI agents arrested Milwaukee County Circuit Judge Hannah Dugan after she allegedly steered ICE away from another illegal alien in her courthouse.

“We believe Judge Dugan intentionally misdirected federal agents away from the subject to be arrested… allowing the subject—an illegal alien—to evade arrest,” FBI Director Kash Patel said. “Thankfully, our agents chased down the perp on foot and he’s been in custody since, but the Judge’s obstruction created increased danger to the public.”

The Democrat-controlled Wisconsin Supreme Court immediately suspended Dugan from the bench.

Message from both Trump administrations: if local judges want to play hide-and-seek with deportable criminals, federal law enforcement will come knocking—with handcuffs.
