A little-known organization called AllVote, which claims to be working to “mobilize progressive voters,” is raising concerns among election officials in states like Pennsylvania, Arizona, and Wisconsin. The group’s recent actions, including sending confusing messages to registered voters, have drawn accusations of spreading misinformation and sowing confusion ahead of the 2024 elections.

AllVote’s messages have allegedly misled voters by falsely stating that some individuals had already voted in the upcoming election, sparking backlash and scrutiny. Charlotte Clymer, an AllVote staffer, labeled these incidents as mistakes, attributing the messages to human error.

“Never discount incompetence, which usually trumps conspiracy,” noted Jake Dilemani, a Democratic strategist. “However, any effort deliberately misleading voters about their eligibility to vote or other critical election-related information is antithetical to democracy and should never be tolerated.”

This instance of AllVote’s outreach is emblematic of how shadowy groups use misinformation tactics to influence election outcomes, say ethics experts. These tactics can harm public trust and, in some cases, raise potential legal questions. With the added influence of super PACs, which are allowed under federal law to spend vast sums from anonymous donors, the influence of dark money in elections is a concern.

Following inquiries from the Washington Examiner, AllVote updated its website to acknowledge its role in distributing misinformation. The disclaimer now reads: “Please let us know if we sent you incorrect polling place information, but we have your correct address… This information will help us avoid any mistakes in the future. To opt out, just reply ‘stop’ directly to the text message.”

The organization, which describes itself as a resource for voter information, is facing increasing scrutiny. Reports indicate that AllVote’s activities may be undermining the voting process. In Wisconsin, election officials are investigating AllVote’s distribution of incorrect information to voters, including links to the wrong election website.

In Arizona and North Carolina, residents reported receiving text messages falsely suggesting they were not registered to vote.

Clymer, a former press secretary for the Human Rights Campaign, has been actively engaged in supporting Democratic causes. Earlier this year, she appeared at an event with prominent figures like Vice President Kamala Harris and Chelsea Clinton, advocating for voter mobilization.

AllVote, which lists itself as a political action committee on its website, appears to operate as a super PAC. Records from the Federal Election Commission (FEC) show that AllVote registered as a super PAC on October 1, though it has yet to disclose any financial activity.

The organization’s listed mailing address in Los Angeles is tied to a UPS store, adding to questions about its transparency.

Little is known about AllVote’s staff or contractors, but the group’s statement of organization names Mo Rudick Hall, a compliance expert aligned with Democratic groups, as the custodian of its records.

However, Howie Stanger, an accountant and treasurer for various progressive organizations, is listed as AllVote’s treasurer.

Stanger, who also has ties to the Sunrise Movement and IfNotNow, groups that have supported protests and social movements, has a long history of working with Leftist causes.

Campaign finance experts assert that, to date, AllVote’s activities have not violated federal law. However, organizations that distribute misinformation during elections have, in some cases, faced legal repercussions in the past. Dan Backer, a Republican campaign finance attorney, pointed to the variability of legal claims surrounding political speech: “Mistaken political speech is not the basis for a legal claim unless the Left is suing, so who knows.”

In a notable connection, AllVote shares ties with another organization, MaxVote, which also recently acknowledged distributing erroneous information. MaxVote registered as a super PAC on the same day as AllVote, and both groups list Stanger and Rudick Hall as their respective treasurers and records custodians. Neither group has reported any financial activity to the FEC.

As the 2024 election season ramps up, AllVote’s recent activities have cast a spotlight on the actions of dark money groups, highlighting the potential impact of misinformation and revealing the complexities of election finance and regulation.
