Tulsi Gabbard Reshapes Intelligence Community with New Reforms

Director of National Intelligence Tulsi Gabbard has launched a sweeping overhaul of the National Intelligence Council (NIC), dismissing its top leaders and relocating the agency under her direct oversight to curb what she calls the “politicization of intelligence.” The moves, confirmed by senior intelligence officials to Fox News Digital, signal a determined effort to realign the intelligence community with the priorities of the incoming Trump administration.

Leadership Shake-Up at the NIC

Gabbard terminated Mike Collins, the acting chair of the NIC, and his deputy, Maria Langan-Riekhof. Whistleblowers have accused Collins of political bias and “deliberately undermining the incoming Trump administration.”

Sources also linked him to Michael Morrell, former CIA deputy director, who in 2020 orchestrated a public letter signed by ex-intelligence officials claiming Hunter Biden’s laptop bore “all the classic earmarks of a Russian information operation.” Langan-Riekhof, meanwhile, has been flagged by whistleblowers as a fervent advocate for diversity, equity, and inclusion initiatives and someone “radically opposed to Trump.”

To strengthen oversight, Gabbard is shifting the NIC from the CIA to the Office of the Director of National Intelligence (ODNI), according to Fox News Digital. A CIA official noted to the outlet that the NIC “has always been a DNI component,” adding that its physical relocation to ODNI headquarters aligns with its role. The restructuring aims to “directly hold accountable any improper action and politicization of intelligence,” according to sources.

Targeting Entrenched Bureaucracy

Gabbard’s actions come amid concerns about entrenched “career bureaucrats” within the intelligence community, whom officials describe as steeped in Washington’s political culture. “It takes time to weed them out and fire them,” one official said to Fox News Digital, revealing that plans are in motion to eliminate non-essential ODNI offices suspected of harboring “deep state leakers.”

Crackdown on Classified Leaks

The Director of National Intelligence is also cracking down on unauthorized disclosures of classified information. In April, Gabbard referred three intelligence professionals to the Department of Justice for criminal prosecution over alleged leaks to the Washington Post and The New York Times, as first reported by Fox News Digital.

“Politicization of our intelligence and leaking classified information puts our nation’s security at risk and must end,” Gabbard stated to the outlet at the time. “Those who leak classified information will be found and held accountable to the fullest extent of the law.”

Further, ODNI is investigating 12 other officials for similar breaches. In early May, two CIA detailees were dismissed for leaking details of an assessment on the violent Tren de Aragua gang to The New York Times, with officials – when speaking to Fox News Digital – citing failure to follow proper procedures.

Task Force for Transparency

According to Fox News Digital, to address systemic issues, Gabbard launched the Director’s Initiative Group (DIG) in April, a task force dedicated to rooting out politicization, exposing leaks, and declassifying information “that serves a public interest.”

The DIG is also probing weaponization within the intelligence community. Additionally, Gabbard has taken action against employees involved in s*xually explicit NSA chatrooms and is pursuing accountability for further unauthorized disclosures.

Despite these efforts, officials express frustration over delays in confirming key intelligence nominees, which they deem “essential” to advancing President Trump’s agenda. Critical ODNI roles, including principal deputy director, heads of the National Counterterrorism Center and National Counterintelligence and Security Center, intelligence inspector general, and general counsel, remain unconfirmed.

Gabbard’s reforms reflect an overall push to restore trust and accountability in the intelligence community, positioning ODNI as a bulwark against bias and leaks while aligning its mission with the Trump administration’s goals.
