House Republicans Slam Biden Administration’s Use of Foreign Aid at Oversight Hearing
In a heated oversight hearing on Wednesday, House Republicans sharply criticized the Biden administration’s use of foreign aid, accusing it of supporting left-wing causes that undermine American interests globally. The committee focused on how the U.S. Agency for International Development (USAID) has advanced a progressive policy agenda under Biden, which, according to Republicans, has alienated key U.S. allies and compromised American safety.
The hearing, convened by the House Oversight Committee’s Delivering on Government Efficiency (DOGE) Subcommittee, was led by chairwoman Marjorie Taylor Greene. Republicans called on experts to testify on the alleged misuse of foreign aid, arguing that USAID’s activities under the Biden administration have gone beyond traditional diplomacy and development work. Critics contend that taxpayer funds have been used to push left-wing ideologies, often in conflict with the cultural norms and values of recipient nations. Some even claimed that USAID funding has indirectly supported terrorist organizations.
The timing of the hearing follows the Trump administration’s significant cuts to USAID programs. Under President Donald Trump, the Department of Government Efficiency dismantled many of USAID’s operations, effectively leaving the agency’s future uncertain. In a major policy shift, Secretary of State Marco Rubio revealed on Wednesday that the Trump administration had slashed approximately $60 billion in USAID grants and multi-year awards that were deemed incompatible with U.S. interests.
Marjorie Taylor Greene did not mince words during her opening remarks, accusing USAID of becoming “an America-last foreign aid slush fund.” She charged that the agency has been used to prop up extremist groups, promote censorship, and interfere in foreign elections to facilitate regime change around the globe. Greene emphasized that taxpayer dollars have been diverted away from legitimate foreign aid purposes and used to advance a left-wing political agenda, which she argued has weakened America’s standing in the world.
“USAID has been transformed into an America-last foreign aid slush fund to prop up extremist groups, implement censorship campaigns and interfere in foreign elections to force regime change around the world,” Greene said. “That is the dark truth about USAID.”
Greene further expressed outrage, adding, “Taxpayer funds have literally been used to undermine U.S. interests and counter American foreign policy goals under the guise of foreign aid. This is unacceptable, and the American people agree.” Indeed, a recent survey published by the *Financial Times* on February 17 revealed that more than 60% of Americans believe U.S. foreign aid is being “wasted on corruption or administration fees.”
The hearing also shed light on how Democrats struggled to defend USAID’s most controversial activities. In particular, Democratic lawmakers, including Rep. Melanie Stansbury of New Mexico, attempted to deflect attention away from key issues raised by Republicans, instead turning the conversation to unrelated topics. Stansbury’s opening remarks, for instance, included a bizarre reference to “the Elon Musk chainsaw massacre,” and she spent much of her time railing against Musk’s influence in European politics and Vice President J.D. Vance’s criticism of European elites.
Democratic witnesses, including Noam Unger from the Center for Strategic and International Studies, also found themselves on the defensive. When Texas Rep. Brandon Gill questioned whether spending more than $3 million “for being LGBTQ” in the Caribbean aligned with American values, Unger struggled to provide a satisfactory response.
Democrats Defend USAID, Break Away From American Public Opinion
Rep. Stansbury, along with other Democratic lawmakers, defended former USAID director Samantha Power’s efforts to push climate policy and LGBTQ rights through foreign aid. However, Max Primorac, a former senior official at USAID during the Trump administration, strongly disagreed with this approach. He argued that promoting such progressive policies abroad alienated billions of people, particularly in countries that are more conservative and less receptive to these ideologies.
“If we want to do counter-China, there’s nothing more that has alienated billions of people than pushing an ideology that they resent,” Primorac told Stansbury. “None of this is counter-China. This is counter America.”
Primorac also suggested that foreign aid should be a tool to promote freedom, prosperity, and peace aligned with American interests, not used for progressive imperialism. He stressed the need for accountability in foreign aid programs, calling on aid officials to ensure that every program can withstand scrutiny for waste, fraud, and abuse. “Aid officials must ensure that every single foreign aid program can pass the Middle America smell test on waste, fraud and abuse,” he added.
Primorac, who has previously criticized USAID’s left-wing agenda under Biden, emphasized that the agency’s actions have diminished the United States’ influence abroad. He argued that while foreign aid spending has increased, the results have been disastrous, with rising global poverty, hunger, and political instability, particularly in developing countries that are becoming more dependent on adversaries like China.
“USAID has been doing harm while spending more on aid,” Primorac told the committee. “There is more world poverty and hunger today, more political instability, and developing countries are more beholden to our adversaries.”
Republican lawmakers also pointed out that while foreign aid remains an important tool in U.S. diplomacy, it must be more carefully managed to ensure it aligns with national interests. Texas Rep. Pat Fallon emphasized the importance of identifying and exposing the misuse of taxpayer dollars, particularly in relation to terrorist organizations.
“That’s just hyperbolic nonsense that we do not recognize that there’s a role to play for the United States in the federal aid space,” Fallon said. “But what we want to expose is $164 million going to radical organizations — $122 million of it to organizations that have aligned, or at least tied to terrorism.”
A recent analysis published by reporters found that over $1.3 billion in taxpayer dollars disbursed by the Biden administration ultimately ended up funding terrorist groups. The contentious hearing was further disrupted by left-wing protests, with demonstrators interrupting the proceedings. One elderly protester was removed after making an obscene gesture toward a lawmaker, and another protester was escorted out for shouting at lawmakers.
In closing, Greene emphasized that while private individuals are free to fund far-left causes, the government would no longer be allowed to finance such activism at taxpayer expense. The DOGE Subcommittee has indicated that it will consider recommending investigations and criminal referrals related to the abuse of foreign aid, and is expected to release a post-hearing review of USAID’s foreign aid practices next week.
